open a blank transparent canvas size 580 by 230
floodfill background white
apply tube of choice to canvas
place towards left side of canvas
duplicate tube
select bottom tube layer
apply filter Mura Meister/Copies: Wall Paper (rotate) default settings
crop entire canvas to size
apply filter dsb flux/linear transmission:
slice size 15
offset 15
blend 50
direction horizontal
effects/edge effects/enhance
repeat linear transmission application, changing direction to vertical
effects/reflection effects/pattern:
horzontal offset 44
vertical offset -14
rotation angle 290
scale factor -18
number of columns 7
number of rows 15
horizontal shift 58
vertical shift 65
(or press random until you find something you like)
draw a white rectangular line, horizontally at the top part of your canvas
change opacity to 45
place to preference
crop entire canvas to size
merge canvas visible
apply filter AAA Frames/Foto Frame: width 0, matte 1, opaticy 100
apply all proper credits
add names/phrases as you wish

size the canvas in pixels to 600 by 250
add slight drop shadow
